Further to my previous comment, check out what Mark Doherty says at the recent FlashBrighton event. Goto http://live.flashbrighton.org/tv/ and select the ARALADOBEMOBILE link on the right hand side. Then watch from around 01:07:50. He explains the process of turning an AIR file into an iPhone app file.

As I understand the process, one builds an AIR application, then pushes that through a converter, which then spits out an iPhone app. So Flash Pro will not be required, nor Flash Builder, just a future SDK release with appropriate cmd line converter.
