Flash Player 10 (“Astro”) Debug version is out. You can find it here: http://opensource.adobe.com/svn/opensource/flex/sdk/branches/3.0.x/in/player/10/.

Edit: keeps crashing Firefox, so much for that… maybe the next build will work out

Just for the record, it’s been available at least since May, 2008.

For Firefox on Windows use Download the Windows Flash Player 10 Plugin content debugger (for Netscape-compatible browsers) (EXE, 1.97 MB) version.
Does the download work for anyone at the minute?
